Neutral umpires back on agenda for Darlington and District Cricket League

PROPOSALS for the introduction of independent umpires in A division league matches are to be discussed at the annual meeting of the Darlington and District Cricket League later this month.

The league’s executive committee says if agreed, it will attempt to appoint at least one umpire qualified to at least ECB level 1 standard for all league games in the top division next season.

Under the plan, the home side would have to pay a £30 fee for the official.

A counter proposal has been submitted by this season’s champions Raby Castle, asking the league to pay for qualified umpires in A division games.

The issue of umpires was discussed at last year’s AGM and although a majority of clubs were in favour of the move, there was not enough support to carry the vote.

Discussion at this year’s meeting, at Darlington Cricket Club, on Monday, November 20, is likely to centre on the fee – and who pays it – and whether there will be enough qualified umpires available to cover the six games each week for 22 weeks.

Current playing conditions in the league state that competent umpires should be provided by both sides and that no team can object to an official if he/she is level 1 qualified.

In practice, umpires are rarely available and it is up to the players to officiate, quite often with two members of the batting side standing.

In the NYSD league, a sliding scale of fees is in force.

Premier league officials receive a £32 match fee plus 35p per mile to cover travelling costs.

In the lower divisions, umpires receive a £26 fee plus their mileage.

In other business, the annual meeting will note the resignation of Rockliffe Park from the Darlington and District League.

This is not wholly unexpected. Rockliffe’s first team moved to the NYSD two years ago and was crowned third division champions this season, leaving the second string to struggle in the district league.

Spennymoor CC has applied to enter a second XI for the coming season on a probationary basis.

If Spennymoor’s second team is elected, the executive committee is proposing to structure the league with 12 teams in the A division, 11 in the B division and ten in the C division.

If the application is rejected, a 12-team B division and eight-team C division set-up is proposed, with bottom rung teams playing each other three times.

In addition to neutral umpires, Raby Castle CC has lodged a number of other proposals, including moving the start time of games forward to 1.30pm from the current 2pm.

Raby has also proposed the random inspection of grounds on match days by members of the league executive committee and that prior to the toss taking place, the captains must exchange team sheets.

The league’s vice-president, Richard Mallender, from Cliffe CC, is standing down at the annual meeting due to other commitments. Nominations for his replacement are being sought.

President Brian Jones, of Aldbrough CC is expected to re-elected president, with all other officials due to remain in place.
